SC GIS Datum Shift Feedback Request

In 2022, National Geodetic Survey will go to a new datum that will be geometric and geopotential.  It will be geocentric, satellite based, and not based on the existing national monument system.  It will also incorporate velocities in some fashion.

Matt Wellslager, Director of the South Carolina Geodetic Survey is seeking feedback from the various stakeholders that use the datum system, surveyors, SCDOT, the GIS community in general and county tax mappers in particular.

Your feedback is solicited for the following questions:

1)      Does South Carolina still need a State Plane Coordinate System?  (NGS is looking at options regarding the continued support for state plane coordinate systems.  Considerations are to adopt a low distortion projection.  This would be done in an attempt to reduce the difference between ground and grid values.)

2)      If so, should the current values for the current State Plane System be preserved? (This means that Northing and Easting would remain the same and the underlying Lat and Longs would shift with the change in the datum, and would continue to shift over time with the accumulation of velocity.)

3)      If the State Plane System values should shift with the new datum, should it be a big shift or a small shift? (The new Lat Longs will shift on the order of 1.5 meters initially, and then have a westward velocity of around 1.5 cm/year.  If the State Plane coordinates just shift with the Lat and Longs, then they will only be about 1.5 meters from their current values.  Some folks argue for a larger shift, since the originating Northing and Easting is an arbitrary value, anyway.)

Regardless of what we want the State Plane system to do, elevations will change, downward .25 meters in South Carolina, which coincidentally, puts us back to elevations very close to the 1929 NGVD.

This is a chance for South Carolina Surveyors’ opinions to be heard when a report is made to NGS before the end of the year. Please respond to matt.wellslager@rfa.sc.gov with your comments and I will compile them in the next couple of weeks.

GIS SUPERVISOR

An exciting career opportunity exists for a GIS Supervisor at Beaufort-Jasper Water and Sewer Authority located in Beaufort, South Carolina. The GIS Supervisor is responsible for the maintenance and management of BJWSA’s spatial data, as well as oversight and coordination of GIS projects, tasks, planning and staff. Responsibilities also include database administration for BJWSA’s enterprise GIS system, integrating BJWSA’s applicable non-spatial databases with GIS, administration and development of BJWSA’s mobile and intranet mapping, and supporting GIS applications in a team environment. Reports to the Senior Construction Manager.

BJWSA is a regional water and sewer utility providing services to the southeastern coastal South Carolina counties of Beaufort and Jasper. This region includes the historic City of Beaufort, Town of Bluffton and resort community of Hilton Head Island, and is centrally located between Charleston, SC and Savannah, GA. As part of the South Carolina Low Country, this area exudes traditional southern hospitality and is surrounded by boating, hunting, golfing, fishing, beaches, and great people. REQUIREMENTS:

  • Bachelors degree in Geography, GIS or associated technical discipline accompanied with a GISP certification, or a Master’s Degree in Geography, GIS, or associated technical discipline.
  • Must have 3 years of GIS experience, and proven experience with database administration of ESRI’s Enterprise ArcSDE databases and ArcServer. Must be able to handle multiple tasks.
  • Must possess a valid driver’s license.

State Geographic Information Officer

Position Summary:

The state Geographic Information Officer (GIO) is responsible for the coordination of the acquisition, management and dissemination of statewide geographic data. The position is supervised by the Georgia Geospatial Executive Council Network. The Network will establish goals and objectives for statewide coordination that will be reviewed at regularly scheduled meetings. The employee will have substantial latitude to make independent decisions regarding daily activities and actions required to achieve the goals and objectives identified by the Network. This is a contract position with the Georgia Association of Regional Commissions and with an office at the Department of Community Affairs.

Typical Functions:

The GIO oversees the management of spatial data and the applications it serves; and is the primary staff to support the mission of the Georgia Executive Geospatial Network and performance of the daily coordination activities.  These include serving as the liaison between the Network, GISCC, GGAC, the user community, state agency needs, preparing position papers, legislative initiatives, and requests for proposals, memorandums of Agreement, grant proposals, and other documentation to accomplish coordination directives. In addition the GIO will make presentations, provide testimony, and support various State Executive and Legislative Branch staff in the preparation of GIS funding initiatives as well as preparing an annual report of GIS related activities, accomplishments and status in Georgia highlighting activities that have been enhanced by improved coordination and the economic benefits from cost reduction and new funds generated through external grants and contracts.

Knowledge, Abilities, and Skills

Detailed knowledge of all aspects of GIS technology and data; geospatial technology standards principles and best management practices; experience in strategic planning including cost-benefit analysis and project management; ability to develop and manage budgets, contracts, grants and procurement instruments; ability to develop and maintain relationship with state, federal and local government GIS entities.  Skills in consensus building, oral and written communications, ability to work independently, and exercise appropriate discretion with minimal supervision under sometimes difficult schedules; and strong interpersonal skills.

Minimum Qualifications

Master’s degree in Geographic Information Science, Spatial Data Management, Computer and Information Sciences or related field with 5 years of applied experience in enterprise or multi-agency level GIS management, coordination and policy development or a Bachelor’s degree in like fields along with 7 years of applied experience as indicated above or 10 years of applied experience demonstrating a progressive history of management and leadership in the areas indicated above.

Special Licensees registrations and certifications

None required; GIS Professional certification (GISP), Association of Photogrammetry and Remote Sensing (ASPRS) or similar certification is preferred.

GIS Analyst Position

Using a Geographical Information Systems program, updates current data and maintains a comprehensive geo-database composed of such emergency management related areas as infrastructure, demographics, hydrology, etc.  Acquires new data through participation in outside GIS data groups and development of new data sharing partnerships.  Develops and maintains centralized GIS data library, which serves as a base for live web services.  Creates and maintains GIS applications using Adobe Flex, ESRI, ArcGIS, ArcGIS Online Portal, ArcGIS Server and other tools and software to be utilized both day-to-day and during emergencies and exercise; this includes, but is not limited to SC ESRI Dashboard (Palmetto Vision), and ESRI Web applications.  Develops ways to integrate existing systems with GIS to include, but not limited to various Damage Assessment tools.  Maintains GIS development and production environment with up-to-date system and application patches, service packs, software upgrades, etc.  During emergency responses, coordinates the acquisition of new imagery, manes imagery analysis, and the production of imagery products.  Provides GIS assistance to the SEOC operations staff during emergency activation and exercises; works in the SEOC as assigned, with the ability to make services to appear quickly in the ESRI Flex viewer.  Familiarity with HAZUS is a plus.  As part of the Plans sections, conducts Risk and Vulnerability Assessments in coordination with the Division’s Risk Analyst.  Serves as the technical backbone/data manager in support of the Division’s Emergency Management Common Operating Picture (EM-COP) initiative.
 Minimum and Additional Requirements:
A Bachelor’s Degree in geography or a related field with experience in the use of GIS software.  Must possess knowledge of spatial analysis and cartography, graphic hardware and GIS software applicable to civil emergency/crisis management, including industrial site/transportation incidents and other Emergency Support Functions.  Must be skilled in the operation of GIS hardware and software and have the ability to prepare analytical, concise maps, tables, reports, plans and oral presentations.  May incur overnight travel during attendance at conferences, seminars and training courses.  Will be required to serve in the Emergency Operations Center during activation on assigned shift.
