Under limited supervision, the GIS manager will perform the independent analysis, design, implementation, modification and upgrade of agency applications for geographic information systems and spatial data for the agency. Emphasis will be placed on supporting OCRM in the Environmental Deputy Area. Provide technical backup to other modules as assigned. Act as technical consultant to customers and work with other technology staff to ensure applications adhere to Information Technology application development standards and security requirements. Minimum and Additional Requirements

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Job Summary and Essential Functions

Job Description Summary

Provide quality control specific to in house data and evaluation of outside data.

Prepare workflow solutions for decision-making.

Prepare maps/applications as needed.

Maintain all online GIS applications.

Assist Planning staff with day to day planning needs as well as support entire Building and Development Standards department as needed.

Assist non-GIS coworkers who use desktop GIS.

Assist in preparing/leading planning-related meetings.

Collect field data using GPS unit.

Obtain and implement software upgrades/updates.

Must be proficient with GIS software (ArcGIS Advanced, Standard and Basic).  Familiarity with Python and JavaScript/HTML/CSS is preferred.  Must possess a valid state issued drivers’ license.

KNOWLEDGE AND ABILITIES REQUIRED:

• Knowledge of the methods and techniques used in the application and use of Geographic Information Systems operations.

• Proficient in the use of Geographic Information Systems (GIS) software, such as ArcInfo and ArcView.

• Proficient in computer aided design using AutoCAD software.

• Basic knowledge of engineering design and construction practices.

• Proficient in the application of algebra, geometry, and trigonometry.

• Ability to effectively prepare maps using GIS and AutoCAD.

• Ability to conceptualize spatial data.

• Ability to update and manage computer file systems.

• Ability to test software upgrades, maintain map related records; follow oral and written instructions.

• Ability to communicate clearly and concisely, both orally and in writing.

SUPERVISORY CONTROLS: The Director assigns work with instructions that are in terms of goals and objectives. The Assistant Director/City Engineer reviews work for compliance with procedures and may verify the final results of the work.

GUIDELINES: Guidelines include OSHA, DHEC, State and Federal water, stormwater and solid waste rules and regulations, Manual on Uniform Traffic Control Devices, American Association of State Highway and Transportation Officials Standards, International Building Codes, SCDOT Design and Construction Standards, engineering design and inspection procedures, labor laws, Community Appearance and Sanitation Codes, City and departmental policies and procedures. These guidelines are general and require interpretation.

COMPLEXITY: Under general supervision, performs moderately difficult civil engineering tasks related to a wide variety of public works projects. The work consists of duties related to the drafting, inspection and record keeping of various engineering projects for the department. Position is complex due to the number of regulations and laws that require compliance in addition to coordination between municipal, county and state agencies.

SCOPE AND EFFECT: The purpose of this position is to provide assistance in the planning, design and evaluation of public works projects and in applying technical drafting techniques to the review and preparation of engineering drawings for the department in order to ensure compliance with all applicable standards and regulations. Errors can cause lost time, rework, additional costs and endangerment to public health. Successful work results in the City providing customers with the completion of quality projects for our customers.

PERSONAL CONTACTS: Contacts are typically with other department personnel, Engineers, regulatory officials, representatives from other organizations and the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information and provide services, coordinate projects, resolve problems and answer complaints.

PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, or walking. Work for sustained periods of time maintaining concentrated attention to detail.

WORK ENVIRONMENT: The work is typically performed in an office with a computer and occasionally outdoors in hot, cold, or inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: N/A

MINIMUM QUALIFICATIONS:

• Associate’s degree in Engineering, Engineering Technology, Geography, Computer Science or related field.

• Three years of increasingly responsible experience performing GIS and CAD functions in a public works, utility, or engineering organization. Any combination of related education and work experience totaling five years is acceptable.

• Valid South Carolina Driver’s License.

Nature of Work:

The purpose of this position is to participate in the development, implementation, maintenance and use of the GIS system in multiple City departments, and to perform related professional and technical work as required.

Qualifications:

Bachelor’s degree in geography, computer science, or closely related field with three (3) years of relevant GIS experience. Must have extensive experience using the ESRI ArcGIS suite of software including ArcGIS for Desktop, ArcPAD, ArcGIS Mobile.

Special Requirements:

Must possess and maintain a valid SC Class “D” Driver’s License and have an acceptable driving record. Must have knowledge of personal computer equipment with skill in the use of Microsoft Office preferred, utilizing Outlook, word processing, spreadsheet, presentation and data base software programs as well as data entry skills.

Celebrating GIS Day and Geography Awareness Week

At West Florence and South Florence High School

We are excited to announce that the 2015 GIS Day and Geography Awareness Week celebration will take place at West Florence High School and South Florence High School this year. GISDayCartoon2015

The Florence County GIS department is in its 8th year of supporting GIS in Education by introducing GIS concepts to students from the fifth grade on up, as well as becoming involved in school events which allow opportunities for outreach in the community. This year we will focus on questions such as, “What does GIS mean to me?” and “Why is this important to know?” and will be using an interactive presentation designed with activities to engage students in thinking spatially.

On November 19th Lorelei Kelly-Guiles, and Reginald O. Sanders II from the Florence County GIS Department will visit West Florence High School located at 221 N Beltline Dr.  Florence SC 29501.  Mr. Sellers invited them to talk to his three human geography classes which include 80 students. Following that on November 20th, 23rd, and 24th, Principal Carol Hill requested a presentation for the ninth and tenth graders at South Florence High School, located at 3200 S. Irby St. Florence, SC. Over 700 students plan to be in attendance
