JOB RESPONSIBILITIES:

This position is located in the Bureau of Information Technology Enterprise Applications-GIS Section.

Under limited supervision, the GIS manager will perform the independent analysis, design, implementation, modification and upgrade of agency applications for geographic information systems and spatial data for the agency. To include statistical analysis, processing, automation of spatial data and advanced cartographic products. Emphasis will be placed on supporting the Bureau of Environmental Health Services and Public Health. Provide technical backup to other modules as assigned. Act as technical consultant to customers and work with other technology staff to ensure applications adhere to Information Technology application development standards and security requirements. Assist with problem resolution. Some after-hour and weekend work may be required including emergency
response activities.

MINIMUM AND ADDITIONAL REQUIREMENTS:

A bachelor’s degree in geography or a related field and work experience in the development and maintenance of geographic information systems; or an associate degree in geography or a related field and expert-level work experience in the development and maintenance of geographic information systems.

ESRI ArcGIS – 2 years experience; ESRI ArcSDE – 2 years experience. To focus on ArcGIS Model Builder; Python, JavaScript, Spatial Analysis; Advanced editing techniques. Knowledge of GIS software standards and capabilities, database design and spatial statistics. Ability to establish working relationships with management, committee / work team members, customers, and vendors. Employee must have excellent problem solving skills. Ability to communicate effectively both orally and in writing.

PREFERRED QUALIFICATIONS:

Experience with ArcGIS Desktop, ArcGIS Server, and ArcGIS Portal. Knowledge of Microsoft SQL Server, Citrix, writing SQL queries, scripting, data modeling, analysis, and reporting.
