Job Description Summary
|Under general supervision this position is responsible for creating and maintaining the geographical information system for the City of Greer as well as regional and transportation planning purposes; works closely with staff and consultants as well as non-GIS professionals to facilitate the development and distribution of geographic information; compile and analyze data for conducting various reports and planning studies. Reports to the Planning Manager.|
|Develop, maintain and analyze the City’s Geographic Information Systems.
Maintain ArcSDE and desktop database/data integrity
Assist with preparation of the City’s Comprehensive Plan.
Develop and apply GIS analysis solutions to meet other discipline needs.
Provide quality control specific to in house data and evaluation of outside data.
Maintain the official City boundary and zoning map by updating maps as new data is received relative to new subdivisions, developments, zoning requirements and other projects.
Prepare workflow solutions for decision-making.
Prepare maps/applications as needed.
Maintain all online GIS applications.
Assist Planning staff with day to day planning needs as well as support entire Building and Development Standards department as needed.
Assist non-GIS coworkers who use desktop GIS.
Assist in preparing/leading planning-related meetings.
Collect field data using GPS unit.
Obtain and implement software upgrades/updates.
Performs other related duties as required.
|Knowledge of Job:
Has thorough knowledge of the methods, procedures, and policies of the Codes Department as they pertain to the performance of duties of the GIS Planner. Has knowledge of the organization of the Department and of related departments and agencies. Has knowledge the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge of the process involved in inspection roads, storm drains, water lines, sewer lines, force mains, and lift stations to ensure compliance with applicable standards and regulations. Has knowledge of the standards and regulations that apply to construction and operations. Is able to review plans, specifications, and ship drawings and ensure compliance is upheld in these documents. Has the knowledge and ability to conduct field surveys and measurements to collect data on existing conditions to facilitate infrastructure design/drafting. Is capable of preparing required reports and documentation using prescribed format and producing error free work. Is able to apply principles of rational systems to solve practical problems on a daily basis. Is able to make independent decisions based on knowledge and understanding of the utility industry. Has knowledge of how to maintain an effective and positive relationship with the general public, supervisors, and other City personnel. Has knowledge of how to communicate effectively, tactfully, and persuasively with members of the public in difficult situations which may arise. Is skilled in the compilation of records and information necessary in the preparation of the various reports required by local and State regulations. Is able to apply principles of teaching and has knowledge of training methods and is able to instruct others through explanation, demonstration, and supervised practice. Is able to make effective presentations. Is capable of providing guidance and assistance to members of the general public as needed. Is able to perform required mathematical calculations with minimal errors. Has knowledge of modem office practices and procedures, and standard clerical techniques. Is able to use common computer-driven word processing, spreadsheet and file maintenance programs. Is able to interpret cadastral, ortho-photo, topographical, subdivision, land use, road and other related maps. Is able to establish and maintain moderately complex records and files. Is able to exercise considerable tact and courtesy in frequent contact with property owners and the general public. Is able to establish and maintain effective working relationships as necessitated by work assignments.

Maintains high quality communication and interacts within department and division, and with co- workers and the general public.

Knowledge, Skills and Abilities
Must be physically able to operate a variety of office machines, tools and equipment, such as a computer, printer, copy machine, fax machine, calculator, or telephone. Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
Requires the ability to function in a managerial capacity for a division or organizational unit. Includes the ability to make decisions on procedural and technical levels.

Requires the ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
May require the ability to differentiate colors and shades of color.
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.
